Section 554 Companies and Allied Matters Act is about Power of a receiver or manager appointed out of Court to apply to the Court for directions. It is under Chapter 19 (Receivers and managers, appointment of receivers and managers) of the Act.

A receiver or manager of the property of a company appointed under a power contained in any instrument, or the persons by whom or on whose behalf a receiver or manager has been so appointed may apply to the Court for directions in relation to any particular matter arising in connection with the performance of his functions, and on any such application the Court may give such directions or make such order declaring the rights of persons before the Court or otherwise, as it deems just.
